Political institutions must guarantee both representation and government. The peculiarity of parliamentarism lies in the fact that these two functions pass through the election of the Chamber of Parliament, to which the government is bound by a vote of confidence. This essay analyses the growing difficulties of parliamentary regimes in securing the aforementioned functions.

Carlo Fusaro

Carlo Fusaro is Full Professor of Comparative Public Law and has taught at the Universities of Pisa and Florence, where he was also the Director of the Department of Public Law. He has taken part in the 2004-2010 research quality assessment for the legal group. He was a parliamentarian during the 9th Italian parliamentary term, as well as councillor to the head of the government with Carlo Azeglio Ciampi. Fusaro and A. Barbera authored a manual which is now at its eighth edition, and he is also a member of the direction of the "Quaderni costituzionali” forum. He has been the director of the series "Si governano così" (twenty-five volumes on just as many constitutional systems). Former President of the SISE society (Società italiana di studi elettorali), he currently chairs the Board for the guarantee of the constitutionality of the Republic of San Marino. He has been a Visiting Professor at University College London, at the University of Bremen and at Hiroshima Shudo University. His works have been published in English, French, Russian, Czech, Japanese and Spanish.
